Construction & Development Program
Program analysis is part of property development. Our team presents clients with preliminary project analysis, starting with a site visit and plan review, using architectural and engineering building plans with elevations, including floor plans located on the conceptual site plans. The information obtained and presented results in introductory project pricing and possible alterations to the Schematic Design and Design Development. Detailed specifications complete with material costings enough for accurate pricing and equipment layouts. We also provide construction documents and final pricing lists, permitting, project management, project closeout with administration, and move-in costs.

Black Crystal Enterprises-General Contractor, established in 2010 as a general contractor focusing on engineering, design, construction and constructability, development and management of commercial, industrial warehouses, and extensive Big box distribution facilities. Invariably, following the merger of all the Black Crystal Enterprises affiliates subsidiaries, the parent company diversified and expanded its business operations into many industries, markets, and project types. Our two companies, Black Crystal Construction and Black Crystal Development, interactively work together and get the job done as a team from the conceptual phase through the design and final project completion phases. Each stage of the construction project development requires attention. Measures are put in place to bring the inspection department of the jurisdiction along before starting construction.
A construction cycle starts with the design and approval of plans for construction sent to the municipal government for review. Our staff engages the Building and Inspections Department from the beginning to the end of the completed structure, completing the construction project life-cycle.
The roles and responsibilities of all participating contractors and subcontractors are clearly defined once they are validated on the construction permits.
Development starts with an informal proposal meeting with government staff to discuss the proposal and requirements for construction.
The Building Inspection, Zoning & Planning Development Departments’ staff of a municipality review the proposal of the acquired properties based on zoning regulations. They will request architectural plans and engineering drawings or designs on the project if the land use is allowed under the zoning and building regulations in the area. - The submission for construction plans and permitting requirements, including necessary plan review, is scheduled.
- Development’s approvals are subject to the planning and zoning commission’s consent and approval. A permit application follows with architectural plans and engineering designs for the project submitted for approval.
- Prequalification for subcontractors, including construction timeline and scheduling of construction activities, are provided in detail with coordination and monitoring by the project manager and the design team.
- The next phase is the construction meeting following the approval of the proposal leading to formal pre-construction meetings on the approved plans. A construction review of the design and techniques with subsequent approval and permits are given to the contractor for the subcontractors to validate so they can do the work specified in the plans.

Initial conceptual assessment and evaluation of the proposed project usually include field site analysis, proposed concept, a site plan, structural plans with floor plan, concept budget, and discussion of open issues involving constructability.
